Abu Dhabi Resident Parking Permit: How to Apply, Step by Step

Every apartment block in Abu Dhabi has the same nightly ritual. Around 8:45pm the car park fills up, the turquoise-lined bays empty of anyone without a permit and a patrol car with a plate scanner starts its slow lap. If your car is in a Resident Permit Only bay after 9pm without one, you will find out about it in the Darb app a few days later.

The fix is a resident parking permit, and the good news is that applying takes about six minutes on your phone. The less good news is that a couple of small things (an unpaid fine, a tenancy contract in the wrong name) can stall it for weeks. This is the step-by-step, including the bits the official page does not spell out. Who Can Apply

The permit is issued to the homeowner or the tenant named on the Tawtheeq-registered tenancy contract. First- and second-degree relatives living at the same address can also get one, so a spouse, parent, adult child or sibling living with you can hold a permit for their own car.

A few rules decide whether you actually qualify:

• The address needs to sit in a controlled parking area. If your building has no turquoise-marked resident bays nearby, there is nothing to apply for.
• The vehicle must be a light vehicle. Saloons, SUVs and hatchbacks are fine. Buses and cargo vans are not eligible.
• Rented or leased cars are allowed, but you will need the vehicle lease agreement alongside the usual documents.
• There is a cap per household. Non-UAE nationals get two permits as standard, with extra permits only on an inspector’s report. UAE nationals in apartments get four, and villa households are assessed by inspection.

The one that trips up a lot of people: flatsharers. The rules as written cover the tenant and their relatives, so if you rent a room and the tenancy is in your landlord’s or flatmate’s name, you are not eligible for a permit at that address. The realistic options are to get added to the Tawtheeq contract properly, lean on the building’s own parking or use the paid public bays and move the car before 9pm.

How Much the Permit Costs

There is no pay-as-you-go alternative overnight – resident bays are closed to non-permit holders from 9pm to 8am, full stop. Even the smallest Mawaqif fine costs more than a month’s worth of the permit, so it only takes a handful of late-night gambles to overtake the annual fee.

Documents You Need

TAMM lists four documents for a new permit:

• Emirates ID of the applicant
• Vehicle ownership (the registration card, or Mulkiya) – valid, not expired
• Tenancy contract registered on Tawtheeq, or proof of ownership for owners
• Electricity bill for the same address

If you are applying for a relative’s car at your address, add an official document proving the relationship (a marriage or birth certificate, for example). If the car is rented, add the lease agreement.

How to Apply on TAMM, Step by Step

TAMM is the fastest route for most people, with a quoted turnaround of 2-5 business days.

1. Sign in with UAE PASS at tamm.abudhabi or in the TAMM app. You need a verified UAE PASS account linked to your Emirates ID.
2. Find the service. Go to Drive and Transport, then Parking, then Issuing a Permit for Residents’ Parking. Searching “residents parking permit” gets you there faster.
3. Pay any outstanding parking fines the system flags against your vehicle. The application will not complete while they are open.
4. Enter the vehicle and residence details and upload the documents it asks for: vehicle registration, tenancy contract, electricity bill and Emirates ID.
5. Pay the fee by card. Q Mobility also offers 6-month permits at half the annual rate if you only need cover for part of the year.
6. Wait for approval. You get the residential Mawaqif permit once the application is reviewed, linked to your plate number.

How to Apply on the Darb App

The Darb app is the same one that runs your toll wallet (setup details in our Darb toll guide), and it now handles resident permits too.

1. Open Darb and sign in with UAE PASS.
2. Open the Mawaqif parking section and start a new resident permit application.
3. Select your vehicle and residence. With UAE PASS, your Tawtheeq contract, Emirates ID and registration are pulled in automatically.
4. Settle any pending fines shown on the plate, then pay the permit fee.
5. Keep the confirmation. Q Mobility quotes up to 14 business days for Darb applications to be finalised, so screenshot the reference and keep an eye on the status.

Prefer to Do It in Person?

Q Mobility runs a customer happiness centre inside the Drivers and Vehicles Licensing building in Al Mushrif. Bring the original documents plus copies.

There is also a centre in Al Ain at the Main Center for Drivers and Vehicles Licensing on Al Hala Street, Falaj Hazza, on the same hours. Unless your case is unusual, though, the apps are quicker than the queue.

What the Permit Actually Covers

This is where people get caught out after they have paid, so it is worth being precise:

• Resident Permit Only bays, 9pm to 8am. Bays with a solid turquoise line or a Resident Permit Only sign are yours overnight at no extra cost.
• Only in your sector. The permit is tied to the sector of the address on your application. It does not let you park overnight in resident bays across town at a friend’s building.
• Daytime is still public. From 8am those same bays revert to normal Mawaqif paid parking for everyone. Check the sign on your bay and pay as usual during paid hours unless it says otherwise.
• Villa areas work differently. Bays marked Villa Resident Permit Only are reserved for permit holders all day, not just overnight.

Villa visitor permits

If you live in a villa area, your guests can park overnight in villa resident bays with a visitor permit, requested by SMS from a phone number registered on your permit (you can register up to four). The format is your plate source and category code, the plate number, your sector number and the hours, each separated by a space, sent to the Mawaqif SMS number 3009. The permit lasts 6 hours when requested between 2am and 8am, and guests need to be parked correctly before 2am. It is free for UAE nationals and AED 2 per hour for everyone else.

Renewing, Moving House or Changing Your Car

• Renewal: Use the Renewal of Residents Parking Permit service on TAMM or renew in the Darb app. Renew before the current permit expires – Q Mobility is clear that renewal must be completed before expiry, and the night after it lapses your car is just another unpermitted vehicle.
• New car or new address: Use Modify Residents Parking Permit Data on TAMM. It is free, needs no documents and updates the vehicle or residence on your existing permit.
• Moving to a new building: Register the new tenancy on Tawtheeq first, then modify the permit, since the permit is checked against your Tawtheeq record. With the current freeze on Abu Dhabi rent increases, plenty of people are renewing where they are – in which case, remember the permit renewal is separate from the lease renewal.

Why Applications Get Stuck

Based on how the system checks your data, these are the usual suspects when a permit does not come through:

• Unpaid fines on the plate – parking fines block the permit, and unpaid traffic fines can block the vehicle registration renewal the permit depends on
• Tenancy not on Tawtheeq, or registered in someone else’s name
• Electricity bill for a different address or account holder than the tenancy
• Expired vehicle registration – renew the Mulkiya first
• Vehicle type – vans and buses are not eligible
• Household cap reached – two permits for non-UAE nationals unless an inspector approves more

If the app is not telling you why, call 800 3009 with your application reference. It is much faster than reapplying.
